it is because the file 
/usr/lib/pkgconfig/gstreamer-libs-0.8.pc
is provided by gst-plugins, not gstreamer core itself

so, try to find a gst-plugins RPM on the same repository, it should
provide such a .pc file (install any -devel package that match those 2
also)
