Mark,

it looks to me like you compiled popt from source. If you do so, it's
completely normal to have to tweak environment stuff and flags to get
configure to find it.

I assume this is because they have patches that they should be working
on getting upstream. In any case, it doesn't prevent you from getting
all dependencies (like, popt, and glib) through ports.  Try and get as
much as you can from a well-established system tailored to your distro
so you have more time to spend on actual problems that haven't been
solved yet.
