Indeed, it doesn't. One way around is to set ctx->std_compliance to -1,
but there's no way to do that on the gst-launch-0.8 commandline yet. For
you, the best way is to simply convert to 25fps using videorate in
between ffmpegcolorspace and videorate, and specify the output framerate
as a filtercaps after videorate.
