There are people interested in seeing this done, but I haven't heard
of anyone actually planning to work on it.  In particular, I talked
to Dev Mazumdar at a conference when the OSS-GPL was announced, and
he is pushing for this.

As for the technical question, I don't think anyone has enough
information yet to know it makes most sense to implement both APIs
as one plugin or two.  My approach would be to attempt to keep it
as one plugin (while simultaneously making it easier to split later
on), until it either becomes obvious that it needs splitting, or
the old OSS API dies a silent death.  The old API disappearing means
we can drop support for it in the element.
