[gst-devel] New Base pre-release. Core unchanged.

There is a new pre-release (0.10.13.3) of gst-plugins-base available. 
The GStreamer core pre-release is unchanged (0.10.13.2).

The changes involve tweaks to the new API added in libgstrtsp (moving 
the RTSPExtension Interface from the gstinterfaces lib to libgstrtsp), 
and a small change to the semantics of the new gst_audio_buffer_clip 
function.

The tarballs are at:
