[gst-devel] Core pre-release updated.

In what will hopefully be the last upload before 0.10.14, I've just put 
up the 0.10.13.3 pre-release of the GStreamer core. Base is still at 
0.10.13.3.

This upload reverts a small change in GstPluginFeature handling that 
we're not quite sure about yet but is otherwise identical to 0.10.13.2.

The tarballs are at:
