[gst-devel] About videorate and framerate limits

Hi,
  Is there any element able to limit an incoming video framerate to a
maximum value. 
  A kind of videorate but not creating new frames if the framerate is
under a maximum value, just decimating frames if the framerate is over
the specified value.
