[gst-devel] setting read location of filesrc element

GStreamer filesource has no offset property. Nobody had that se-case  
so far. Depends a bit on what you wan to do. One possible solution  
would be to have an element that skips the initial bytes and re-bases  
the byte-possition (for seeks and queries).
