[gst-devel] how can I assign a framerate for filesrc

Hi, I have a problem with rtsp server.I use test-launch like
./test-launch --gst-debug-level=0 "( filesrc location=a.mpeg4 !
mpeg4videoparse ! rtpmp4vpay name=pay0 pt=96 )"
When I use vlc to watch it, I found that the server is sending stream as
fast as it can and vlc can not decode the stream in time.
So I wonder if there is a way to control the framerate in the pipeline in
launch.
