[gst-devel] h.264 encoder + streaming rtp

Yes it is possible with gstreamer.
you can design your pipeline in the source code or quickly build working
sender/receiver from command line using gst-launch.
Please follow reading at gstreamer.net, or somewhere else. Look for
gst-launch examples for a quick start.
