[gst-devel] Where can I get x264enc, x264dec, rtph264pay and depay?

I'm using this pipeline, 

gst-launch souphttpsrc location="http://gstramer.dvrdns.org:5000/CAM:1" !
jpegdec ! x264enc ! ffdec_h264 ! udpsink host = . . . port = 5000


but it ins't work 
ERROR : ->  " Unexpected x264 Error "
