Cross compiling gst-plugins-base-0.10.35

try export PKG_CONFIG_PATH="path to your pkgconfig directory". In this case
it could be /home/nlbutts/vision_mpeg/dependencies/lib/pkgconfig if u have
installed the rest of your packages "gstreamer" at the same location.
