ffdec_h264 problem on windows

I think the problem is in rtph264depay that doesn't work well on
windows, look at the following bug:

in you are on windows xp you should see a crash too, the crash is not
present on windows 7

based on my experience you should see this error after a while in any
case and this will impact on the quality of the video you see

I think the problem is gstreamer on windows and not OSSBuild,
