[GSOC] Gstreamer Application

Thanks for the reply.

I just had a quick look on webp and how the images are encoded in it. Will
check it further considering implementation.

Will check the jpeg plugin on how its done.

Also, can someone please tell if there is a qualification task I need to
complete before submitting my application?
