[GSOC] Gstreamer Application

Smriti,
I am not very sure of procedure for GSOC, but would be glad to help in
creating a WebP gstreamer plugin.
To start with you can just look in the jpeg encode/decode plugin &
understand WebP codec, especially usage of libwebp ?
