GstTimeCache query

I am trying to see if there is any readily available functionality in
Gstreamer to manage a list of user generated timestamped bookmarks
associated with a media stream, that could be stored as a separate file and
could be used (for example) for seeking to specific bookmarked points in the
stream as well as to generate a custom event when these markers are hit
during normal playback.
