building/installing libmpeg2 for the ugly plugins

I am trying to get mpeg2 support on a fedora system - the ugly & bad
plugins aren't available in the repository so I have to build from source.
I built and installed libmpeg2 but it installs in /usr/local/lib and
configure for the ugly plugins isn't finding it. What do I need to do? TIA!
