building/installing libmpeg2 for the ugly plugins

Specify where to install it while configuring libmpeg2 :
./configure --prefix=/usr, for example.

You can also set the location for libmpeg2 while installing uglies, with
something like :
./configure --with-libmpeg2=/usr/local/lib

./configure --help will certainly help you.
