Cross compilation of gst-rtsp server

Initially it did not cross compile, but later i gave "sudo su" and then
cross compiled with
 ./configure --host=arm-none-linux-gnueabi
--prefix={HOME}/targetfs/opt/gstreamer
make
make install

and finally worked
