Cannot build gst-python-0.10.22

Hello All

I'm trying to build gst-python-0.10.22 and ./configure fails with:

configure: error: no gst-plugins-base found. 

I have gst-plugins-base-0.11.92 and /usr/src/gst-plugins-good-0.11.92
installed and in /usr/local/lib/pkgconfig is find gstreamer-plugins-base.pc.
googling around doesn't turn up anything.

I'm not sure what it wants.
