How to write source plugin.

Hi,
  The server is not using the RTP protocol to transfer the audio and video
data.It is use the TCP protocol to transmit the data to client. 
  The server does not use any URL for this we have only IP address and port
number information. 
  Do we have to write our own custom plugin for this or should use the
existing one if it support TCP protocol.
