delay muxing audio and video

In my application, I'm muxing audio and video in order to transmit in RTMP.
There is a component that allows you to gstreamer modicare the delay
between audio and video? For example if I take the audio from the
microphone and video from your webcam, there is a component that allows a
delay of 2-3 seconds the video with respect to audio?
