gst_is_initialized()

Hi,
Gstreamer has a handy function gst_is_initialized(), it doesn't seem to
exist in the C++ backend.

So I'm using this C function in my C++ code (works ok), is it meant to be
this way or should I file a bug / request to add this function to the C++
backend, say, "Gst::is_initialized()" ?
