How to get GStreamer for Windows and for Android work together with h264 over RTP?

I have uploaded the GDP file:
h264.gdp <https://dl.dropboxusercontent.com/u/16834500/GStreamer/h264.gdp>  

Please note, your suggested pipeline was not working without
"sprop-parameter-sets", so the pipeline to capture the gdp is:

gst-launch-0.10.exe -v udpsrc port=5400 caps="application/x-rtp,
media=(string)video, clock-rate=(int)90000, encoding-name=(string)H264,
sprop-parameter-sets=(string)\"Z01AHtkAoD2wEQAAAwABAAADADyPFi5I\,aOvMsg\=\=\",
payload=(int)96" ! gstrtpjitterbuffer ! rtph264depay ! h264parse ! gdppay !
