Chinese subtitle

I tested with gstreamer on PC. It works OK.
In my target, I tried to use ibgstpango.so.
Now, text overlay element is available. However, I can see series of
square blocks with two numbers displayed vertically within the square
blocks instead of Chinese text.
Is there some other pre-requisite to be met before Chinese subtitle can be
displayed?
