OpenCV and GStreamer

Hello everybody,
I've read some discussions about opencv and gstreamer, but I do not
understand by now which one should I use? My application is supposed to have
GUI, and some functionality like decoding video (or capturing it from
webcam), scaling video frames, broadcasting decoded frames through network.
