Handling eos in a source (decklinksrc)

Just encountered an issue where the bus never gets eos thanks to
decklinksrc behavior. Found a bug for this here:
https://bugzilla.gnome.org/show_bug.cgi?id=680700

I've never had to worry about this with any of my sources as they rely on
GstBaseSrc. I took a look at the sources and docs, but am not entirely sure
how to fix this. It seems that gst_pad_event_default is called which should
propagate the eos, so I must be missing something.  This is in 0.10.
