Video decoder with RGB16 output format

I do not think you will find decoder which support RGB16  format. Why don't
you force conversion of video by using ffmpegcolorspace element?

gst-launch-0.10  filesrc location=movie.mkv ! matroskademux ! ffdec_mpeg4 !
ffmpegcolorspace ! 'video/x-raw-rgb' ! fakesink
