Adding uvch264src to TIgstreamer

I am trying to add the plugin uvch264src (gst-plugins-bad-0.10.23)
http://kakaroto.homelinux.net/2012/09/uvc-h264-encoding-cameras-support-in-gstreamer/
to the most current TIgstreamer build (gstreamer-0.10.32, gst-plugins-bad-0.10.21).

I copied the uvch264 directory into the TIgstreamer source tree but it does not build.
I am fairly sure this is due to pkg-config but I cannot find any .pc files in the
plugins-bad directory.

What file(s) do I need to modify to add this plugin?
