playbin2-->gstrtpbin stalls when using RTCP (but fine without)

If I replace the playbin2 with a videotestsrc (adding the pipeline & caps of
course) then the pipeline works - video is RTP'd & RTCP dialogue can be seen
with the client.

With playbin2 however, the pipeline hangs. playbin2 never gets as far as the
paused state, although as far as I can tell all of its children do.
