playbin2-->gstrtpbin stalls when using RTCP (but fine without)

I think this is a race condition:
take out RTCP & it works
take out playbin2 (replace with a test src) & it works
run it with GST_DEBUG=*:6 & it sort of works (insofar as playbin2 runs thru
the sequence of files I'm trying to RTP as I'd expect but no RTP/RTCP
traffic is seen).

Anyone got any clues on this - or encountered this before ??
