Python 3, RTP, Udpsink, and Getting the Caps

Ahh that makes a lot of sense actually thanks!

I tried exchanging the caps with the print out of the gst-launch command,
and even after the exchange, the video quality is still very bad.. Do you
have any advise for improving the quality?  The video actually freezes all
motion after about 20 seconds as well
