GSTBuffer offset contains -1 in 1.0.6

In avidemux the offset it ok. But libavdec seems to set a -1 there, though
it should be know the frame index there.
It seems occur if I use gst-libav (filesrc, decodebin, appsink). I get
same behaviour in all my sample movies.

Some more context would be nice.
Whether this is set or not depends a lot on the demuxer/parsers/decoder
involved, and possibly also on the file and how it's accessed. (Also in
0.10 btw). It's rarely reliable even when set.
