best way to start playback at 01:22, playback rate 1.3x?

OK, so now I'm really curious :)

Suppose I'm in the about-to-finish callback. I want to gaplessly move
to 1:22s inside a http:// URI stream (and start playback at 1.3x
speed). What to do :) ?
