We don't have API for this yet. I'm sure there was a bug for it
somewhere, but I can't find it right now.

Depending on what you want to do exactly, gnonlin might be useful as
well (it abstracts that seek-to-start bit and just exposes the part of
the stream that you want), or even gst-editing-services (though I'm not
sure how well the GStreamer version and decoders/encoders on the N900
work with that).
