use gstreamer to encode and rtp send vedio capture by an android camera

My purpose is showed in my title and I get the camera data from Java code and
pass the raw frame data to the jni .but I get an error assertion
failed:(x264enc) ,fatal signal 11 (SIGSEGV) at 0xdeadbaad (code=1) ,and I
don't what to do with it.
could you give me any soulution to this bug or any other better way to
manage the task(capture and send).
