[Gstreamer-SDK] :: WIN32 => cerbero bootstrap fails by MinGw due to rpl_xxx undefined references

Allow me to fill any gap of precision here :

>  cd ../sources/build-tools/orc-tool-0.4.16
>  dos2unix configure.ac 
>  dos2unix Makefile.am 

Then try again running cerbero:
>  cd -
>  cerbero boostrap
