How to compile gstreamer-vaapi on Debian Sid ? Got this message : "No package 'gstreamer-basevideo-1.0' found"

I got the same issue, in my case Gstreamer version wasn't detected correctly. 

Basiclly, I edited the configure.ac to force to 1.2 and I successfully
compiled and used these plugins.
