Compile Gstreamer for Windows Phone

Hi all,

I would like to compile the GStreamer SDK for Windows Phone system and build
a simple demo.
I followed the instructions given in

to use the cerbero via the Msys/MinGW shell but the .NET 4 Framework can't
be installed because I am using the Windows XP operating system. 
Is it possible to cross-compile the GStreamer SDK for the Windows Phone
System ?
If I can't do that under windows XP can i cross-compile to Windows Phone
from Linux ?
