Issue building gstreamer-1.0 using Cerbero on Windows 7

Hi,

I have tried to build Gstreamer on Windows 7 using Cerbero for an
application I am deploying (it needs some elements that are not available on
the distributed SDK).

I have done the following: 

Everything on this website was followed for windows, word by word and worked
http://docs.gstreamer.com/display/GstSDK/Building+from+source+using+Cerbero.
Up until the stage where, the command:

cerbero package gstreamer-1.0-sdk

where I got the following error (the same error occurred with the command)
cerbero package gstreamer-sdk

I was under the impression it should just work? Any help would be great. I
think I will be adding to you're camera interface section soon, as a
proficient C++ coder using your framework I hope I can help.
