Stream with gstreamer to Android

Hello, I'm trying to stream video files over the internet to an
Android(actually I'm using a virtual machine). Using gst-launch I can send
and receive streams, but I'm interested to send the file using C code and
receive the file without using any gstreamer in Android. I mean in Android I
just must have just the video URL. 
Is that possible?
