Dynamically changing the caps of Element

Hi,
   I have pipeline like this
  videoscale->capsfilter->videosink

  (i) Now my question is it possible to change the "caps" of the capsfilter
dynamically when the Gst pipeline is in the playing state.

  (ii) Do I need to change the pipeline state to NULL then change "caps"
after that again set it to the PLAYING state?
