Is gdp plugin included in iOS/Android binary package?

gdppay/gdpdepay are included in gdp plugin
(http://www.freedesktop.org/software/gstreamer-sdk/data/docs/latest/gst-plugins-base-plugins-0.10/gst-plugins-base-plugins-plugin-gdp.html#plugin-gdp),
but I find no where in iOS/Android 1.2.3 package, does anyone know if it's
included or not?

If not, why?
