Cerbero bootstrap fails on Windows-64bit at cmake

I checked cmake version 2.8.12.2, and the problem persists. When I'm building
the cmake package directly from the extracted .tar package, the cmake
references in the makefile are generated as 'bin/cmake', whereas when I
build it with cerberos cmake recipe, the Makefile that is generated has
'cmake' as a build command. The former succeeds and the latter fails, if
cmake is not in PATH.
