unable to set vaapiencode_h264 rate-control modes

Hi,

I am not able to set rate-control mode to vbr in vaapiencode_h264 element, I
get the following error.
gst-launch filesrc location=input.yuv ! videoparse width=640 height=360 !
vaapiencode_h264 rate-control=4 bitrate=1000 ! fakesink --gst-debug=3
ERROR                  vaapi
gstvaapiencoder.c:841:gst_vaapi_encoder_set_rate_control: unsupported rate
control mode (4)

Is VBR mode not working in gstreamer-vaapi-0.5.8 ??
