Where is souphttpsrc?

But, still, I've got one plugin NOT to be built


configure: *** Plug-ins without external dependencies that will NOT be
built:
        monoscope

What is monoscope? How can I enable this? Is monoscope for Windows or Linux
or MAC or all?
Where is the main page of monoscrope?
