the file existst twice :-( once in gst-libs/gst/video with the define and an older version in win32/common without. Presumably I am pulling in the wrong one

That one should be in video-enumtypes.h, which is autogenerated by glib-mkenums during the build.

Does that file exist for you and contain it? Do you see that it is generated during the build?
