video transcoding for NFV

Hi,
I'm a new user from AMD in Germany and working on a proof of concept (PoC)
21 (Network Intensive and Compute Intensive Hardware Acceleration) at the
NFV (http://www.etsi.org/technologies-clusters/technologies/nfv )
http://nfvwiki.etsi.org/index.php?title=On-going_PoCs  and try to implement
the below sequence using GStreamer:


-	In Ingrees frame --> Video stream via  TCP packet
-	TCP termination extract the video stream and the metadata
-	Video decoding  UVD
-	Rescaling according to the given resolution from the metadata
-	Encoding (VCE) according to the given format from the metadata
-	TCP assembling
-	out egrees --> Video stream via  TCP packet

is any one has done this or interested to join this PoC?
