videobalance is a software element that do math on each pixels. It is 
expected to use quite some CPU. On embedded platform like yours, there 
normally exists ways to control these parameters from HW side. Some 
hints would be to search for V4L2 controls on your camera driver, or 
some special DMAI element by TI (note these are very old, way before my 
time so I don't know any details), or some display settings.
