I think only frei0r-filter-coloradj-rgb can currently do that at the
moment (Should also exist for GStreamer 0.10). The downside is that you
have to convert to RGB, as none of the frei0r filters works in YUV.

If you are more interested in contrast, brightness, hue or saturation
adjustment (which is more natural to adjust in YUV color space) you can
use videobalance.
